This role, reporting to the Executive Secretary, leads the Salaries and Allowances Division. The Division determines and reviews salaries, allowances, and related conditions for UN common system staff, ensuring relevance to organizations and Member States.
Job purpose:
The Chief, Salaries and Allowances Division, directs the Division's work program, setting priorities and allocating resources for policy development. This role leads the creation of policy positions and technical studies on remuneration for internationally recruited staff and General Service categories, including budgetary impacts. It involves developing and reviewing methodologies for determining and comparing remuneration elements, such as salary scales and allowances. The position provides authoritative advice to the Commission and General Assembly, manages operational work for travel and per diem rates, and advises on the common system's position relative to the comparator civil service, including policy implications of proposed changes.
Responsibilities:
Direct the Salaries and Allowances Division's work program, establishing priorities, work plans, and resource allocation. Exercise delegated authority for technical positions and methodological determinations, and approve the Division's technical outputs. Lead the development of policy positions and technical studies on all aspects of remuneration for international and General Service staff, assessing budgetary impacts. Assist in developing and reviewing methodologies for remuneration elements, including salary scales, allowances, and pensionable remuneration, engaging with stakeholders. Formulate policy recommendations and provide authoritative advice to the Commission and General Assembly. Lead the development and review of local salary survey methodologies and manage operational work for travel and per diem rates.
Education:
An advanced university degree (Master's or Doctorate) in human resources, business management, economics, or a related field is required. A Bachelor's degree with two additional years of relevant experience may substitute for an advanced degree.
Work experience: A minimum of 15 years of progressive experience in developing, reviewing, or administering international/national compensation policies, including team leadership, is required. Experience in drafting reports and policy papers on compensation matters is also required. Experience with the UN common system compensation framework and conducting salary surveys is desirable.
