Capture Director (IRS)

Position Overview: Sky Solutions is seeking an experienced IRS Capture Director to lead business development and capture activities dedicated exclusively to the Internal Revenue Service (IRS).The ideal candidate will have a strong understanding of the IRS technology and acquisition environment, established relationships within the IRS ecosystem, and a proven record of identifying, shaping, and winning federal IT opportunities.

Key Responsibilities: Develop and execute Sky Solutions' IRS growth and capture strategy. Build and manage a qualified pipeline of IRS opportunities. Identify and shape opportunities through early customer and industry engagement. Develop capture strategies, win themes, competitive assessments, and pursuit plans. Build relationships with IRS stakeholders, industry partners, and potential teaming partners. Lead capture efforts from opportunity identification through proposal submission and award. Partner with technical, contracts, pricing, proposal, and executive teams to develop competitive solutions. Monitor IRS procurement forecasts, RFIs, sources-sought notices, draft solicitations, solicitations, and other acquisition activity. Support bid/no-bid decisions and provide executive leadership with pipeline and capture updates. Identify opportunities aligned with Sky Solutions' capabilities in AI, cloud, cybersecurity, data, application modernization, Pega, Salesforce, Service Now, and other enterprise technologies.

Required Qualifications: 10+ years of Federal Government business development, capture, or federal sales experience.5+ years of direct IRS-focused experience in capture, business development, account management, or federal contracting. Demonstrated experience pursuing and/or winning IRS IT contracts or task orders. Strong understanding of the IRS acquisition and contracting environment. Proven experience managing opportunities from early identification through award. Strong knowledge of federal contracting vehicles, acquisition processes, teaming, and proposal development. Excellent customer relationship, communication, presentation, negotiation, and leadership skills. Preferred Established relationships within the IRS/Treasury ecosystem. Experience with IRS modernization programs and/or organizations. Experience with large-scale federal IT programs. Experience with IRS contract vehicles, BPAs, IDIQs, or task orders. Experience in cloud, cybersecurity, AI/data, application modernization, or enterprise platforms. Why Sky Solutions?
