  • Summary Objective
  • The purpose of this position is to coordinate personnel, payroll and employee relations functions for a department.
  • This class works under general supervision, independently developing work methods and sequences.
  • Examples of DutiesESSENTIAL FUNCTIONSThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Assists in resolving problems, complaints and grievances.
  • Coordinates employment history verification and requests and reviews the investigation of applicants' criminal record.
  • Participates in negotiating bargaining unit contracts, employee grievance appeals, mediation settlements, and disciplinary appeals.
  • Evaluates personnel procedures for effectiveness and recommends modifications and improvements.
  • Develops and implements programs, policies and procedures.
  • Prepares training modules and conducts employee training sessions.
  • Represents the department to governmental agencies, commissions, task forces, committees or boards to discuss, explain or coordinate personnel functions, policies or procedures.
  • Controls expenditures, assists in budget preparations, and approves payroll records.
  • Conducts research, collects and analyzes data, and prepares reports on personnel activities and operations.
  • Refers employees to employee assistance, social service, legal, medical, mental health and counseling providers.
  • Coordinates personnel and employee relations functions with commissions, boards and union representatives and their rules and regulations.
  • Schedules and interviews applicants seeking employment for vacancies, promotions or internal transfers; and schedules and tracks medical and drug screening examinations.
  • Monitors the processing of personnel forms, correspondence, records or documents.
  • Performs related work as assigned.
Minimum Requirements:
  • MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTSBachelor's Degree in Business or Public Administration or related discipline.
  • Three (3) years of industrial, employee or labor relations, or human resources generalist experience.
  • EQUIVALENCYAn equivalent combination of education and experience may be substituted.
  • DESIRABLESUnderstanding of FMLA and Worker's Comp processes and applicable laws
  • Experience with Workday
