Projects may range from approximately 10 to1,000 miles and include voltage levels beginning around 69kV and extending into high-voltageand extra-high-voltage transmission. The ideal candidate has direct transmission-line estimating experience and understands howtransmission infrastructure is constructed. This person must be able to work with incomplete orearly-stage project information, identify missing scope, ask the appropriate technical questions, establish reasonable assumptions, and produce accurate, defensible construction estimates. This role is well suited for an experienced estimator who can work independently, providetechnical guidance to others, and clearly explain the methodology, assumptions, risks, andmarket factors behind an estimate.
Key Responsibilities:
- Independently develop conceptual, budgetary, and detailed capital cost estimates fortransmission-line projects.
- Support project work orders, requests for proposals, competitive bids, and other capital-project estimating efforts.
- Review preliminary project information and determine the labor, materials, equipment, subcontractors, staffing, and indirect costs required to complete the work.
- Develop estimates when engineering, quantities, drawings, or project scope areincomplete.
- Identify missing information and coordinate with engineering, construction, procurement, project management, vendors, and other stakeholders to clarify project requirements.
- Establish and document estimating assumptions, exclusions, risks, and contingencyrecommendations.
- Develop and validate preliminary quantities for transmission structures, foundations, conductor, OPGW, clearing, access, and other line-construction components.
- Evaluate construction methods, crew requirements, equipment needs, productivityassumptions, project schedules, and site conditions.
- Incorporate escalation, market conditions, staffing requirements, material pricing, andconstruction risks into capital cost models.
- Review engineering designs and provide cost, constructability, and value-engineeringrecommendations.
- Validate estimates against historical project data, contractor proposals, vendor pricing, and current market benchmarks.
- Analyze alternative construction scenarios and recommend cost-effective solutions.
- Maintain and update Excel-based estimating models, templates, cost databases, andconstruction-cost metrics.
- Lead or participate in estimate reviews with project managers, engineering teams, construction leaders, and senior stakeholders.
- Clearly communicate and defend estimating methodologies, assumptions, risks, andrecommendations.
- Review estimates prepared by other team members and help ensure consistency, completeness, and accuracy.
- Provide technical guidance and mentorship to less-experienced estimators.
- Support continuous improvement of estimating standards, tools, processes, and bestpractices.
- Update estimates as engineering, pricing, schedules, and project requirements evolve.
Required Qualifications:
- Direct experience developing construction estimates for transmission-line projects.
- Approximately 15 or more years of combined experience in construction estimating, project estimation, cost engineering, project controls, or a related field.
- Significant experience supporting electric transmission, power delivery, utility, or EPCconstruction projects.
- Knowledge of overhead or underground transmission-line construction.
- Experience with transmission projects at 69kV or higher.
- Demonstrated ability to develop estimates from incomplete, conceptual, or early-stageproject information.
- Strong understanding of construction labor, materials, equipment, subcontracting, productivity, scheduling, escalation, risk, and contingency.
- Ability to explain individual responsibilities and technical contributions on previousprojects.
- Proficiency with Microsoft Excel, including formulas and multi-sheet estimatingworkbooks.
- Ability to work independently in a remote environment.
- Strong analytical, problem-solving, documentation, and communication skills.
- Availability for meetings and collaboration during Eastern Time business hours.
Preferred Qualifications:
- Experience working for an electric utility, major EPC contractor, transmission-linecontractor, or power-delivery engineering firm.
- Experience estimating large or long-distance transmission projects.
- Experience with both conceptual and definitive estimates.
- Familiarity with greenfield transmission, line rebuilds, reconductoring, system-hardeningprojects, or underground transmission.
- Experience supporting competitive RFP or EPC proposal efforts.
- Knowledge of transmission structures, foundations, conductor installation, stringing, OPGW, clearing, right-of-way access, and construction logistics.
- Experience reviewing engineering quantities, contractor estimates, or EPC proposals.
- Experience with market benchmarking, historical cost analysis, cost forecasting, andcapital expenditure modeling.
- Experience leading estimate reviews or presenting recommendations to seniorstakeholders.
- Previous experience mentoring estimators or improving estimating tools, templates, andmethodologies.
What Success Looks Like:
A successful Project Estimator IV will be able to receive an early transmission-project concept, determine what additional information is needed, develop reasonable and clearly documentedassumptions, and produce a comprehensive estimate that the organization can confidently use forplanning and investment decisions. The successful candidate will combine detailed estimating knowledge with practicaltransmission-construction experience. They will understand not only how to calculate projectcosts, but also how the project will be built and which field conditions, design decisions, andmarket factors could affect the final cost.
Interview Process:
Qualified candidates will participate in a single approximately 30-minute interview with multiplemanagers. The conversation will evaluate:
- Direct transmission-line estimating experience
- Engineering and construction knowledge
- Experience developing estimates from incomplete information
- Individual responsibility on previous projects
- Estimating methodology and technical depth
- Ability to work independently and communicate effectively Candidates should be prepared to discuss specific transmission projects, including voltage, approximate line length, project value, available design information, personal estimatingresponsibilities, assumptions, risks, and final deliverables.
