Perennial is seeking a mid/senior career scientist or engineer to join its new Air Quality team. This full-time position will provide senior level technical and project management expertise in support of air quality permitting projects throughout the United States with a focus on the Gulf Region and the oil and gas industry.
Minimum Qualifications:
Bachelors in a science or engineering discipline with mastery of physical science material and skills from both education and early career experience.
Postgraduate professional experience in a relevant role in industry, consulting, or a United States environmental regulatory government agency (e.g. EPA, state environmental protection branch or similar) with increasing responsibility.
Expertise in developing and reviewing air emission calculations across multiple industry sectors and sources.
Experience in the application of state and federal air quality regulations, including federal NSPS and NESHAPs.
Experience developing state and federal greenhouse gas inventories and reports.
Experience leading air quality permitting efforts (e.g. FERC authorizations, Title V/PSD/NSR, with specific experience in Texas and Louisiana.
Experience in leading proposal efforts including budgeting for a range of air quality projects (compliance level efforts to major greenfield PSD/NSR capital projects).
Experience in project budget management.
Strong independent technical writing skills as demonstrated through the independent drafting of larger scoped applications.
Expertise in managing multiple assignments with the potential for shifting priorities and timelines.
Expertise in managing and mentoring junior staff at the project level.
Travel up to 25% within the United States, including air travel.
Ability to visit industrial facilities and active construction sites.
Preferred Qualifications:
PE or ability to acquire.
Postgraduate professional experience with air pollution control device operation and engineering.
Auditing experience in air or other environmental media.
Experience in a professional setting with AERMOD for regulatory requirements (e.g. NAAQS, PSD and/or toxic impact modeling assessments)
Experience in a professional setting with MOVES.
Experience developing Resource Report 9 for the oil and gas industry.
Expertise in managing and mentoring multiple junior staff at the line management level.
Expertise in managing peers and senior staff at the project level.
Experience with LDAR auditing or surveys.
