Company Overview: P&E Constructors is an employee-owned (ESOP) mechanical and electrical construction firm executing large capital projects with deep roots in the industrial construction sector. This role supports projects across the United States and requires a high level of travel based on business and project needs. Candidates may be based anywhere within the U.S.; however, the selected individual should be prepared to travel to support business and client needs as they arise. Travel for this position may reach up to approximately25-50%with visits to P&E shops and offices as well as construction sites to ensure compliance and maintain relationships with project teams. To support project deployment and initiation, multiple week periods on site may be required to interview potential project candidates or support project setup while working with a client. It is expected that the selected candidate is able to set their own travel and work priorities without instruction.
Position Overview: The Project Controls Manager - Cost leads budgeting, forecasting, and cost control for the company across both union and open shop business lines. The Project Controls Manager - Cost works with each project with a primary focus on budgeting, forecasting, risk management and cost control, and client-facing reporting. This role partners with Project Managers, Operations, Engineering, Planning & Scheduling, Procurement, and Finance to ensure projects are initiated and executed consistently according to the company standard operating procedures, guidelines, and sound industry practice. This role is focused on developing, operating, retaining, and mentoring the Cost Control discipline within P&E Constructors as a whole.
Responsibilities: Work closely with the Project Management / Finance teams to initiate project setup and creation of the WBS / CBS frameworks Work closely with the Estimating / Finance teams to develop original budgets, Schedule of Values, and initial cash flow model Define, develop and implement corporate operating procedures, guidelines, and practices for cost control, change management, and cost risk analysis Hire, train, and mentor project cost resources and project teams regarding cost management Select cost control, change management, and risk analysis tools and work with Information Technology to establish yearly tool and software budgets Provide compliance and quality assurance reviews for projects in cost control, financial management, change management, and risk analysis Provide project consulting for cost control, change management, and cost risk analysis as required Develop corporate methodology for collecting project metrics Ensure subcontractor compliance with established cost and invoicing methodologies. Perform analysis of cost data, identifying trends, issues, and areas requiring attention and communication to the project and executive teams. Support change order analysis, delay documentation, claims support, and contract compliance requirements Champion continuous-improvement and standardization of cost management and project controls practices
Requirements: Bachelor’s degree in Engineering, Construction Management, Finance, Business, or technically related field preferred 10+ years of experience in project cost control with 3-5 years of experience in leading and mentoring teams Command of Cost Forecasting, Cashflow Management, Scope & Change Management and Risk Analysis Must communicate well in spoken, written, and presentation formats Must have the ability to understand and communicate the business drivers of a $1B direct hire construction business Expert-level command of Cost Control tools and ERPs/project controls diagnostic tools Ability to define the cost control and forecasting approach and lead cost control, cost forecasting, change and commercial management on complex, high-value projects Ability to integrate schedule processes with cost management, estimating, progress measurement, earned value management (EVM), and forecasting systems Executive and client-facing cost reporting, presentation, and stakeholder management; delay/claims support Proven ability to lead, mentor, and develop project cost control/controls staff on a project Deep knowledge of cost control, change management, and risk analysis SOPs, review gates, and cost reporting & forecasting-quality standards, plus commercial acumen (contract structures, milestones, extensions of time) Sound judgment to anticipate schedule and cost risk and drive corrective action independently At P&E Constructors, we believe in rewarding our employees through competitive compensation, employee ownership, and a comprehensive benefits package designed to support your financial wellbeing, health, and future.
