Lead Environmental Engineer

Overview In this role you will lead the environmental function at the Chesterfield manufacturing site, directing compliance, permitting, and regulatory engagement to protect the company’s license to operate. You will shape environmental strategy, drive risk management, and support capital projects while working closely with operations, engineering, and corporate HSE. You’ll manage multi-media programs (air, water, waste) and continuous improvement initiatives to ensure safe, compliant operations at scale. This position offers meaningful impact through regulatory leadership, cross-functional collaboration, and advancement of RC14001 practices. Responsibilities Lead environmental compliance and permitting activities across air, water, RCRA, EPCRA, CERCLA, SPCC, and state/local programs Oversee air compliance and vent permit strategies, renewals, and compliance plans Manage VPDES direct-discharge and industrial pretreatment program compliance Administer site stormwater program including SWPPP, inspections, and reporting Steer waste management (RCRA) including inspections, minimization, and contractor oversight Lead EPCRA and CERCLA compliance, including Tier II and emergency planning Oversee SPCC and ASA/AST compliance and coordination with regulatory agencies Set regulatory strategies for new/updated obligations and ensure funding and implementation Manage environmental department budget and resources (consultants, sampling, monitoring)Provide regulatory guidance to site leadership on risks and priorities Lead internal environmental audit program and CAPA processes Review capital projects for permitting and HSE impacts Support emergency response and incident investigations Participate in on-call duty for environmental incidents and regulatory notifications Implement RC14001 environmental management system elements and continual improvement Establish environmental performance metrics and reporting for leadership Key requirements Bachelor in Engineering 7+ years in environmental compliance, permitting, or program management at an industrial facility 5+ years supporting industrial or manufacturing operations Experience with regulatory agency interactions on permits, inspections, or enforcement actions Strong verbal and written communication skills Project management and organizational skills Cross-functional collaboration with operations, engineering, and corporate HSEDeep knowledge of Clean Air Act, Clean Water Act, RCRA, EPCRA, CERCLA, SPCC, Virginia AST regulationsNSR construction permitting and emissions inventoriesVPDES permit compliance and wastewater monitoring
