As Executive Director, Federal Government Relations in the D.C. office, you drive Kaiser Permanente’s federal policy strategy and advocate before Congress and federal stakeholders. You lead senior engagement with lawmakers, committees, and administration officials, translating enterprise priorities into coordinated federal engagement. You mentor a cross-functional team, partner with policy and public affairs leaders, and shape advocacy to advance high-quality, affordable, equitable care. This role offers impact at the heart of federal health policy with a mission-driven, collaborative culture.
Responsibilities Lead the development and execution of comprehensive federal advocacy strategies for Kaiser Permanente's top-priority legislative issues Serve as a senior advocate before Congress and federal policymakers on assigned priorities Cultivate and maintain strategic relationships with Members of Congress, committee staff, and Administration officials Support engagement with national trade associations, coalitions, and external stakeholders aligned with priorities Identify legislative opportunities and risks and recommend actions to advance enterprise objectives Partner with Policy, Public Affairs, Permanente Medical Groups, Risant Health and other leaders to ensure alignment on federal priorities Provide strategic counsel and policy updates to senior leaders on congressional activity and legislative strategy Develop congressional champions and expand Kaiser Permanente’s influence with key policymakers Supervise, coach, and develop Directors, fostering a collaborative, high-performing advocacy team Represent Kaiser Permanente at congressional hearings, stakeholder meetings, conferences, and external events Support the Vice President in advancing departmental priorities and organizational objectives Ensure advocacy activities comply with lobbying disclosure and ethics requirements
Key requirements Minimum twelve (12) years of relevant professional experience Minimum ten (10) years in federal, state, or local government relations, health policy, public affairs, or related field Minimum five (5) years of experience leading complex advocacy initiatives or campaigns Bachelor degree from an accredited college or university or four years of related experience; High School Diploma or GED required Relationship building with Members of Congress and stakeholders Strategic leadership and mentorship of staff Collaborative cross-functional partnership Deep knowledge of the federal legislative process Health policy expertise Advocacy strategy development
