About this Role: Opportunity Finance Network seeks an accomplished strategic executive to serve as Executive Vice President, Chief Strategy & Solutions Officer. This is a pivotal leadership role at a transformative moment for community development finance. The sector is experiencing rapid changes in capital markets, technology, public policy, and institutional expectations that are fundamentally reshaping how community development needs must be met. Meeting this moment requires more than expanding existing programs. It demands building new platforms, stronger partnerships, enhanced institutional capabilities, and the infrastructure necessary to support the next generation of community development finance. The Executive Vice President, Chief Strategy & Solutions Officer will be instrumental in guiding this evolution. In this role, you will lead OFN’s enterprise strategy function and work in partnership with the CEO and Executive Leadership Team to guide the development and execution of enterprise strategy. You will translate the organization’s strategic vision into a focused, sequenced, and measurable enterprise agenda and lead the development of solutions that address the evolving needs of the CDFI industry and the communities it serves. The EVP will serve as a principal strategic advisor to the CEO, bringing independent judgment, market intelligence, and an enterprise-wide perspective to consequential institutional decisions. You will lead across several interconnected domains including enterprise strategy, prioritization and execution, innovation and solutions development, strategic partnerships and institutional collaborations, data-informed strategy and organizational learning, impact strategy and measurement, and industry engagement. The position involves direct executive leadership of OFN’s Innovation and Impact teams. You will guide the Innovation Initiative as a structured platform for identifying, testing, and advancing solutions to persistent and emerging industry challenges. Additionally, you will lead OFN’s approach to impact measurement, ensuring that evidence and insights inform enterprise strategy, strengthen solutions, and demonstrate the outcomes of OFN’s work.
Responsibilities:
  • Lead OFN’s enterprise strategy function in partnership with the CEO and Executive Leadership Team
  • Translate organizational strategic vision into a focused, sequenced, and measurable enterprise agenda
  • Develop solutions that address the evolving needs of the CDFI industry and the communities it serves
  • Serve as a principal strategic advisor to the CEO, providing independent judgment and market intelligence
  • Guide enterprise strategy, prioritization, and execution across the organization
  • Lead innovation and solutions development across priority investment areas
  • Build and strengthen strategic partnerships and institutional collaborations
  • Develop data-informed strategies and lead organizational learning initiatives
  • Drive impact strategy, measurement, and performance across OFN’s work
  • Engage industry stakeholders through advisory councils and leadership forums
  • Provide direct executive leadership to OFN’s Innovation and Impact teams
  • Guide the Innovation Initiative as a structured platform for identifying, testing, and advancing solutions to industry challenges
  • Lead OFN’s approach to impact measurement and organizational learning
  • Ensure evidence and insights inform enterprise strategy and demonstrate outcomes of OFN’s work
Requirements:
  • Extensive executive leadership experience at the C-suite level
  • Proven track record of developing and executing enterprise strategy
  • Deep understanding of community development finance, CDFIs, or related financial services sectors
  • Demonstrated ability to build and lead high-performing teams
  • Strong strategic thinking and problem-solving capabilities
  • Experience with impact measurement and performance management
  • Ability to navigate complex policy environments and build strategic partnerships
  • Excellent communication and stakeholder management skills
  • Demonstrated commitment to economic opportunity and community development
  • Ability to travel regularly, approximately 30-40% of the time
  • Willingness to maintain regular in-person presence in Washington, D.C. office
