San Francisco Public Schools fulfill the functions of both a unified school district and a county office of education. County Schools and Programs serve as a safety net for students at high risk of dropping out, including those expelled, incarcerated, homeless, foster, and chronically truant in grades 6-12. As the Program Administrator, you will report to the Executive Director of County Schools and Services. Under the direction of the ED and with the support of County Principals, you will serve as the supervisor and overall leader of the Systems Navigation Pilot, a three-year initiative providing coordinated support and transition planning for system-involved transitional-age youth (TAY) ages 16-24. This role provides program coordination, partner relationship management, cross-sector systems alignment, and reporting. The Program Administrator leads a dedicated team working across education, workforce development, and supporting with the housing, medical, legal, child welfare, and juvenile justice sectors to help students successfully navigate the transition to adulthood. The position requires the ability to build and maintain strong internal and external partnerships and provide detailed case management and problem solving across multiple domains.
Essential Duties: The duties specified below are representative of the range of duties assigned to the job code/class and are not intended to be an inclusive or exhaustive list. As the Program Administrator, your key duties and responsibilities include: Program Leadership & Service Coordination Lead and coordinate the planning, implementation, and day-to-day operations of the Systems Navigation program. Supervise, train, support, and evaluate assigned staff, including the Head Counselor, Transition Specialist, Paraeducator, Education Policy Analyst, and other assigned team members. Provide direction to the Systems Navigation team to ensure coordinated, student-centered service delivery for transition-age youth. Oversee the recruitment, onboarding, training, and ongoing support of stipend-paid Peer Mentors, including SFUSD/SFCOE alumni and system-involved young people, in coordination with funding and compliance partners as applicable. Coordinate closely with SFCOE’s Transition Specialist team and SFUSD’s Student and Family Services Division, including SAFEH and Foster Care programs, to align services and referrals. Build upon SFCOE’s existing case management model to support students with individualized assessments, graduation planning, post-secondary transition planning, and housing stability supports. Cross‑Sector Partnerships & Systems Alignment Develop and maintain partnerships with government agencies, community-based organizations, higher education institutions, workforce partners, service providers, and internal SFUSD/SFCOE departments. Coordinate warm handoffs and service connections across housing, workforce, medical, legal, juvenile justice, public benefit, and related student support systems. Partner with SAFEH and other student support programs to strengthen early identification, referral, stabilization, and long‑term transition planning for students experiencing homelessness, housing instability, or related barriers. Develop and refine program protocols, workflows, and procedures to support consistent service delivery and cross‑sector coordination. Oversee protocols for the flexible direct student support fund, including support for transportation, technology, clothing, exam or certification fees, and other immediate basic needs, consistent with applicable program guidelines. Data, Evaluation, Reporting, and Continuous Improvement Facilitate the use of data and data strategies to monitor student progress, service connections, referrals, outcomes, and program implementation. Oversee program evaluation activities in coordination with the Education Policy Analyst and/or third‑party research partner. Ensure accurate progress monitoring, data tracking, documentation, and reporting for participating students and program activities. Prepare reports, updates, and recommendations for funders, district leadership, and other stakeholders. Participate in grant implementation, budget monitoring, compliance tracking, and related reporting responsibilities. Lead partner convenings to review progress, identify coordination challenges, and establish shared priorities. Apply a continuous improvement approach, including Plan-Do-Study-Act cycles, to refine service delivery, identification practices, partner coordination, and program procedures. Support the development and dissemination of a student-facing systems navigation toolkit to support potential scaling to additional comprehensive high schools. Other Duties Perform other related duties as assigned The strongest candidates will have: Demonstrated leadership experience in education, social services, youth development, pupil services, county/community schools, alternative education, or a related field. Experience supervising, training, supporting, and/or evaluating staff or multidisciplinary teams. Experience leading program operations, including planning, implementation, resource coordination, progress monitoring, and continuous improvement. Demonstrated experience of strong systems thinking and ability to develop or refine workflows, procedures, tools, and service-delivery models. Experience coordinating across departments, agencies, community partners, higher education, workforce, housing, legal, healthcare, child welfare, juvenile justice, or public benefit systems. Strong data analysis skills, including the ability to track progress, identify trends, synthesize findings, and use data to inform strategy. Experience supporting grant implementation, budget monitoring, compliance, reporting, evaluation, or funder updates. Excellent written and verbal communication skills, including the ability to clearly explain complex systems and processes to diverse audiences. Strong organization skills, attention to detail, sound judgment, and discretion when handling confidential or sensitive matters. Cultural competency and commitment to serving transition-age youth, including foster youth, justice-involved youth, newcomer youth, unaccompanied minors, and students experiencing homelessness or housing instability. Experience with CTE, post-secondary readiness, life skills programming, student transition planning, or youth development programs preferred. Knowledge of San Francisco public schools, urban public schools, county/community school settings, or related student support systems. Spanish-speaking ability preferred. Lived experience navigating relevant student support systems is strongly valued.
Minimum Qualifications: Valid California Administrative Services Credential or eligibility for a California Administrative Services Credential.
