The Role: The Chief Compliance Leader is Empact's senior-most regulatory authority and the human anchor for an increasingly AI-native compliance operation. Reporting to the VP of Technology and Operations and sitting peer-to-Directors, the role is deliberately positioned outside line-management of project execution so that it can do something no Director can do at scale: own the standards, the training, and the regulatory currency that every project, every Station Agent, and every customer conversation depends on. This is a force-multiplier role, not a span-of-control role: Directors make better calls faster, Station Agents resolve more cases autonomously, contractors onboard faster, and Empact gets ahead of new regulations before they take effect. The Chief Compliance Leader is also the face of Empact's compliance expertise externally — in sales, marketing, industry panels, and customer escalations. The Mandate Four pillars define the work. Each is a standing accountability, not a project. Compliance Standards One source of truth across all teams. Owns the canonical interpretation of every regulatory regime and the precedent that resolves ambiguity. AI Training Curriculum and corner cases for every Station Agent. Partners with engineering to translate regulatory nuance into model behavior and evaluation criteria. Compliance Training Onboarding and ongoing education for every individual contributor and contractor. Builds the muscle that scales NexusIQ adoption without scaling headcount. Regulatory Currency Tracks new regulations, guidance, and enforcement signals; ships updates into agents, SOPs, and customer-facing materials before they become risks. Regulatory Scope: What You Will Own End-to-End This role demands genuine, working expertise across every regulatory domain that touches a NexusIQ customer. Not familiarity, not coordination with outside counsel, but ownership. The Chief Compliance Leader is expected to ramp to authoritative depth across each area below within the first nine months and remain current thereafter. DBA / DBRA: Federal prevailing wage law, including Davis-Bacon and Related Acts (DBRA), DOL guidance, certified payroll obligations, and conformance procedures. IRA PWA: Inflation Reduction Act prevailing wage and apprenticeship requirements under §45 and §48, including IRS guidance and correction/penalty mechanics.48E / 45Y: §48E (Clean Electricity Investment Credit) and §45Y (Clean Electricity Production Credit), covering eligibility, PWA layering, and domestic content interaction. FEOC: Foreign Entity of Concern restrictions across the IRA credit landscape, including entity classification, ownership tests, and required documentation. BOC: Beginning of Construction reporting under IRS guidance. State regimes: State prevailing wage statutes, apprenticeship registration requirements, labor agreements, and the patchwork of state-level certified payroll regimes. Apprenticeship: Registered Apprenticeship program standards under 29 CFR Parts 29-30, state variations, and ratio/participation requirements. Domestic content: Requirements for steel, iron, and manufactured products, safe-harbor tables, and documentation for the bonus credit. Sanctions & screening: OFAC screening, BIS entity list and military end-user rules, SAM.gov exclusions, and the integrated screening posture customers expect. Adjacent IRA credits: Energy Communities and Low-Income Communities bonus credits, and other geographically-conditioned credits overlapping PWA workflows. The expectation is that any of the above can come up in a customer call, a sales conversation, a panel question, or an internal escalation, and the Chief Compliance Leader has the working answer, or has the question routed to resolution by end of day. "That's not my area" is not a posture this role permits. What You'll Own 1. Regulatory Authority & Standards Serve as Empact's authoritative interpreter across the full regulatory scope above. Maintain a single, canonical Compliance Standards library that every Director, Station Agent, contractor, and customer-facing artifact references, and own the Compliance Knowledge Trust as the system of record for precedent. Adjudicate the hard calls Directors escalate.2. AI Training & Model Enrichment Partner with engineering and product to translate regulatory nuance into training material, evaluation rubrics, and corner-case libraries for every Station Agent. Define what "correct" means for each agent, and drive the feedback loop from Station 3 review back into model improvement so every meaningful disagreement becomes a training signal.3. Compliance Training & Enablement Own the end-to-end compliance curriculum: onboarding for all ICs, ongoing team education, and contractor training that scales NexusIQ adoption without scaling headcount. Design certification pathways that are credible to customers, and coordinate with the Directors of Compliance so training reinforces existing SOPs.4. Regulatory Currency Establish and run a horizon-scanning capability that tracks proposed rules, guidance, and enforcement actions across federal and state labor-compliance regimes. Translate changes into updates to SOPs, Station Agent training data, and customer communications on a defined cadence, and brief the executive team on developments material to strategy or customer risk.5. External Leverage: Sales, Marketing, and Industry Presence Show up in sales situations where customer counsel needs to hear from Empact's regulatory authority — closing-conversation muscle, not a vanity title. Produce thought-leadership content, represent Empact on industry panels and with trade associations, and be the named escalation point for high-stakes customer situations.
What We’re Looking For: Breadth and Depth of Regulatory Knowledge Demonstrated expertise: 10+ years of substantive regulatory compliance experience, with documented working depth in at least three of the following areas: federal prevailing wage (DBA/DBRA), IRA PWA (§45/§48), §48E/§45Y, FEOC, BOC/CTA, state prevailing wage and apprenticeship regimes, domestic content, or OFAC/BIS sanctions screening. Demonstrated ramp: Credible ramp path to authoritative depth across the remaining areas within nine months, with a track record of doing exactly this kind of ramp in prior roles. Cross-regime fluency: Comfortable navigating the seams between regimes — where an IRA PWA obligation overlays a Davis-Bacon project, or FEOC documentation overlaps with BOC reporting. The hard problems live in the seams; this role lives there too. Currency as a habit: A documented record of reading regulations as they're issued and getting in front of them, not catching up six months later. Research aptitude: Genuine enthusiasm for primary-source research — comfortable going straight to the statute, the NPRM, or the agency guidance rather than a secondhand summary, and energized by tracking down the authoritative answer rather than treating it as a chore. Leadership Capabilities Influence over hierarchy: Comfortable operating without direct authority over the people you most influence. You lead through clarity, credibility, and the standards you set. Builder, not steward: History of building functions, not just running them. You've stood up a standards library, a training program, or a center of excellence from a blank page. Executive presence: Comfortable being the most-qualified voice in a room of executives and industry peers, and equally comfortable saying "I don't know yet" when honest. Collaboration & Multiplier Effect Force-multiplier instinct: You measure yourself by what your colleagues are able to do because of your work, not by what crosses your own desk. Engineering-adjacent: Demonstrated ability to partner with engineering and product on technical artifacts (training datasets, evaluation rubrics, model behavior specs) without needing to be the engineer. Cross-functional leverage: Track record of making sales, marketing, and customer success teams more effective by giving them the right material and showing up at the right moments. Process Orientation Discipline: You believe a standard that isn't written down isn't a standard. Documentation, versioning, and clear ownership are how you operate by default. Cadence: You can design a cadence (weekly, monthly, quarterly) and hold yourself and others to it without becoming bureaucratic about it. Closing the loop: A regulatory change becomes an SOP update, a training module, a model evaluation update, and a customer-facing note. Communication Range: You can take a 200-page DOL final rule and produce a one-page customer note, a CEO slide, and a contractor forum post — same content, three audiences, no loss of fidelity. Precision: You write so that the reader doesn't have to ask a follow-up question. You speak the same way. Channel fluency: Comfortable on stage, on a webinar, on a customer call with general counsel, and on a Slack thread with a contractor's payroll admin.
