Administration of Human Resource Programs (except Education, Public Health, and Veterans' Affairs Programs)Other General Government SupportAdministration of Education ProgramsHuman Resources Technician Under the general supervision of the Assistant Superintendent of Human Resources, the Human Resources Technician performs a wide variety of highly advanced, technical, analytical, and office administrative support functions to support the Human Resources Division requiring independent judgment and discretion and involving frequent employee and public contact. Duties include performing a variety of administrative duties and providing assistance to prospective and current classified or certificated personnel; resolving personnel-related issues and concerns with discretion and confidentiality; referring more difficult or sensitive issues to supervisor as needed. The role also involves processing forms to complete employment, termination, and benefit processes for employees, receiving applications for prospective candidates to fill vacant positions, reviewing applications to identify candidates meeting minimum qualifications and other predetermined criteria, and performing a variety of administrative duties related to the classified or certificated personnel function. The Human Resources Technician must establish and maintain a variety of personnel files and records with discretion according to established procedures, policies, rules, and regulations; maintain job recruitment folders, applicant forms and test information; maintain position control records; prepare notices of employment and change of status for payroll action. They must also assist personnel, applicants, and the public and provide a variety of information related to the personnel function; research rules and regulations related to personnel policies and guidelines. The technician operates a variety of standard office equipment, prepares and distributes job announcements for vacant positions and places advertisements in appropriate print media, conducts orientation sessions for new employees, arranges for substitute personnel to cover absences as assigned, and performs various administrative activities including answering phones, taking messages, transferring calls, verifying employment, greeting visitors, and other activities as assigned. They assist in conducting or completing surveys from outside agencies as requested and perform related duties as assigned. Knowledge of practices and procedures related to classified or certificated personnel, operations, policies, and objectives relating to personnel activities, operation of office machines including computer equipment and specified software, record-keeping techniques, correct English usage, grammar, spelling, punctuation and vocabulary, telephone techniques and etiquette, basic research methods, interpersonal skills using tact, patience, and courtesy is required. The ability to perform a variety of technical duties and provide assistance to prospective and current classified or certificated personnel, perform a variety of technical duties related to the recruitment, screening, processing, and employment of classified or certificated personnel, prepare and maintain a variety of related personnel records and reports, apply, explain, and enforce rules, regulations, policies, and procedures related to assigned personnel, distribute, screen, and process employment applications and other personnel-related documents, answer telephones and greet visitors and the public courteously, perform clerical duties such as filing, typing, duplicating, and maintaining routine records, operate a computer and a variety of other office machines, communicate effectively both orally and in writing, establish and maintain cooperative and effective working relationships with others, work confidentially with discretion, and maintain regular attendance is also required. Education and experience equivalent to graduation from high school supplemented by college-level course work in business administration, secretarial science, or a related field and four years of clerical experience including at least two years of increasingly responsible human resources-related experience is required.
