This individual will play a critical role in responding to RFPs, RFIs, RFQs, and other procurement opportunities by developing clear, organized, and compliant proposal content. The Proposal Writer will work closely with subject matter experts, business leaders, operations teams, and other stakeholders to create high-quality submissions that effectively communicate organizational capabilities, solutions, and past performance. This role offers the opportunity to contribute directly to business growth initiatives while helping strengthen proposal processes, content libraries, and overall response quality.
Responsibilities:
Lead the development, writing, editing, and coordination of proposal responses for government, healthcare, and public sector opportunities Review solicitation documents to identify requirements, submission instructions, evaluation criteria, timelines, and compliance obligations Collaborate with subject matter experts, operations teams, leadership, legal, finance, and business development stakeholders to gather content and proposal inputs Develop proposal narratives that clearly communicate organizational capabilities, solutions, differentiators, and value propositions Draft executive summaries, management approaches, technical narratives, implementation strategies, staffing plans, resumes, and past performance sections Ensure proposal content aligns with solicitation requirements and internal quality standards Organize and structure submissions in accordance with customer instructions, compliance matrices, and proposal development best practices Manage multiple proposal deadlines simultaneously while maintaining accuracy, consistency, and attention to detail Participate in proposal planning sessions, kickoff meetings, content reviews, and revision cycles throughout the response process Conduct editing and proofreading reviews to ensure proposals are clear, concise, compliant, and professionally presented Maintain and enhance reusable proposal content, templates, boilerplate language, and knowledge management resources Support ongoing improvements to proposal processes, content development workflows, and response strategies Coordinate with stakeholders to identify win themes and messaging that strengthen proposal competitiveness Track proposal milestones and ensure deliverables are completed according to established schedules Contribute to final production efforts and submission readiness activities Qualifications 5+ years of experience in proposal writing, proposal management support, grant writing, capture support, or a related proposal-focused function Demonstrated experience developing responses to government, public sector, or regulated procurement opportunities Experience supporting healthcare-related proposals Strong understanding of RFP, RFI, RFQ, and proposal development processes Knowledge of proposal compliance requirements, evaluation criteria, and response management best practices Experience utilizing Shipley methodology or similar structured proposal development frameworks preferred Experience with Gov Dash or other proposal management platforms preferred Ability to interpret complex requirements and transform technical information into persuasive, reader-friendly content Exceptional writing, editing, proofreading, and content organization skills Strong project management capabilities with the ability to manage competing priorities and deadlines Experience collaborating with cross-functional stakeholders in a fast-paced environment High attention to detail and commitment to quality and accuracy Comfortable working within a remote and highly collaborative team structure Bachelor's degree in Communications, English, Journalism, Business, Healthcare Administration, Public Administration, or a related field preferred Must be authorized to work in the United States Compensation & Benefits$120,000-$140,000 base salary plus bonus opportunity Fully remote work environment Open and flexible Paid Time Off (PTO)Medical, dental, and vision insurance Life insurance, AD&D, short-term disability, and long-term disability coverage Paid parental leave Additional voluntary benefit offerings available through the employer Compliance Statement Equal Opportunity Employer/Veterans/Disabled To read our Candidate Privacy Information Statement, please visit the LHH website.
