Senior Expert Project Manager/Contracting Officer Representative Serves as a senior expert Project Manager/Contracting Officer Representative (COR) to manage various highly complex IT projects for telecommunications contracts and service offerings. Provides authoritative technical advice to GSA/FAS on project planning, execution, and delivery, ensuring alignment with strategic goals. Prepares acquisition packages, including but not limited to the development of the performance work statement or statement of work, performs market research, generates independent government cost estimates (IGCE), prepares acquisition plans, evaluates contract proposals, and contract performance metrics. Provides feedback and communicates with leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Advises and mentors junior staff to develop project management skills throughout GSA/FAS. Coaches team members in the selection and application of appropriate problem solving methods, provides advice on work methods, and assists team members in identifying viable solutions.
