Canal Barge Company\nJob Description\nTank Barge Maintenance Operations Manager\n\nI. BASIC FUNCTION\n\nThe Tank Barge Maintenance Operations Manager provides daily leadership for all tank barge maintenance operations. The role serves as the department's primary tank barge technical subject-matter expert, leads all tank barge field personnel, and creates clear accountability from technical decision-making, maintenance planning, and project execution. This manager establishes consistent standards, resolves maintenance issues, develops field capability, and ensures tank barges are maintained and prepared to meet operational, safety, regulatory and commercial expectations.\n\nII. KEY ACCOUNTABILITIES & RESPONSIBILITIES\n\nA. Lead and manage Tank Barge Superintendents to perform all required routine maintenance on the tank barge fleet to ensure compliance and serviceability. \n\n\nOwn TBSIP program and ensure regulatory compliance for all routine maintenance.\nLead tank barge maintenance operations through the Tank Barge Superintendent team.\nEstablish operating rhythms, priorities, escalation paths, and performance expectations for tank barge superintendents.\nCoordinate maintenance planning and execution across locations to balance commercial needs, available resources, operational schedules and risk.\nReview significant maintenance scopes, repair recommendations, and execution plans to ensure sound technical and business decisions.\n \n\nB. Lead and manage Barge Project Managements to perform all major outages on the tank barge fleet.\n\n\nProvide direct leadership and oversight for Barge Project Managers.\nEstablish consistent project-management expectations for scope development, planning, budgeting, scheduling, change control, documentation, and closeout.\nReview project priorities, resource requirements, execution plans, cost and schedule performance, and emerging risks to support timely decisions and effective escalation.\nCoach and develop Project Managers while strengthening accountability, consistency, and project-delivery capability across the department.\n \n\nC. Serve as a department subject-matter expert and escalation point for tank barge maintenance and repair decisions. \n\n\nProvide technical guidance on maintenance standards, condition assessments, mechanical failures and repair methods.\nEnsure maintenance and readiness practices align with applicable regulatory requirements, company standards and safety expectations.\n \n\nD. Develop Team Leadership & Capability \n\n\nLead, coach, and develop regional leaders while creating consistent expectations and accountability across all tank barge maintenance operations.\nBuild technical depth, succession readiness, and cross-regional coverage for critical maintenance and readiness capabilities.\nEstablish competency expectations and training priorities for superintendents and readiness technicians.\nE. Manage Performance, Budget & Partnerships\nDefine and monitor measures for readiness, reliability, maintenance execution, cost, schedule, quality, and workforce performance.\nSupport maintenance and planned-outage budget development, forecasting, prioritization, and performance management.\nProvide department leadership with clear visibility to emerging risks, fleet condition, resource needs, and improvement priorities.\n \n\nIII. EXPERIENCE & QUALIFICATIONS\n\n\nBachelor's degree in engineering, marine transportation, marine operations, industrial technology, or a related field.\nSeven or more years of progressive experience in marine maintenance, tank barge operations, vessel repair, or a closely related discipline.\nFive or more years of leadership experience with responsibility for field teams, maintenance execution, technical decisions, or regional operations.\nDemonstrated expertise in tank barge maintenance, repair planning and condition assessment.\nWorking knowledge of tank barge regulatory, inspection and maintenance requirements.\nDemonstrated ability to balance commercial/operational needs, schedule, cost and resource constraints.\n \n\nIV. KEY OUTCOMES & MEASURES OF SUCCESS\n\n\nClear ownership of all tank barge maintenance within Asset Management.\nDecreased unplanned barge maintenance and downtimes\nDecreased dock rejections\nPreserved tank barge maintenance expertise and a clear technical escalation path for complex issues.\nStrong regional leadership, technical development, cross-training, and a scalable succession pipeline\n
