The Town of Shrewsbury is seeking an energetic and detail-oriented Assistant Town Clerk to join our team. As the Assistant Department Head, you'll be right at the center of town operations, ensuring the smooth flow of public records, elections, vital records, and so much more! What You Bring:
Associate's degree in Public Administration, Business, or a related field required (Bachelor's degree preferred), or an equivalent combination of education, training, and experience.
Minimum of 3 years of progressively responsible administrative experience; municipal experience in a Town Clerk or government setting is highly desirable.
Thorough working knowledge of Massachusetts General Laws, town bylaws, government ethics, public records law, and open meeting law.
Experience managing elections, vital records, licensing, permits, certificates, and confidential record-keeping.
Strong project management and deadline-driven skills, with a track record of providing guidance to staff and promoting teamwork.
Exceptional customer service and interpersonal skills for interacting with town officials and the public, alongside proficiency in Microsoft Office, Google Suite, and specialized municipal software.
Position Highlights:
Leadership and Collaboration: Provide daily guidance and workflow coordination for two full-time staff members, coordinate and train election workers, and collaborate with the Town Clerk to oversee essential department operations.
Diverse Responsibilities:
Manage a wide range of functions, from voter registration and polling operations to the issuance of permits and the maintenance of town records, ensuring compliance with Massachusetts General Laws and local regulations.
Community Engagement: Serve as a central point of contact for residents, providing information, support, and exemplary public service.
Operational Impact: Play a critical role in maintaining legal compliance, enhancing public records access, and supporting the integrity of town meetings and elections.
Key Responsibilities:
Elections & Vital Records: Assist in all facets of the election process, including poll management, voter registration, and compliance with election laws. Manage the issuance and filing of birth, death, and marriage records in accordance with state laws.
Public Records & Compliance: Oversee the accurate indexing, security, and organization of vital town documents. Respond to public records requests professionally, ensuring compliance with the Massachusetts Public Records Law.
Office Management: Manage day-to-day operations, oversee departmental staff, and maintain seamless operations in the absence of the Town Clerk.
Technology & Administration: Maintain the Town Clerk's webpage, process online transactions, prepare financial reports, and assist with long-term planning and budgeting.
Work Hours & Benefits:
The Assistant Town Clerk is a public-facing position working in a shared office space at Town Hall. Work is performed under typical office conditions, with regular interruptions to respond to requests for information or service; the work environment is moderately quiet; the workload is subject to predicted seasonal fluctuations. Standard work hours are Monday, Wednesday, and Thursday from 8:00 AM to 4:30 PM; Tuesday from 8:00 AM to 6:30 PM; and Friday from 8:00 AM to 12:00 PM. Weekend and evening hours will be required due to elections and Town Meetings. The Assistant Town Clerk is compensated for time worked outside of normal working hours.
