The positions will provide technical oversight, design review, and construction management support Air Force Civil Engineer Center (AFCEC) located at JBA in the Project Management office during project development and execution. This role will support government project managers and provide technical expertise to ensure the project complies with Department of Defense (DoD) design standards, Unified Facilities Criteria (UFC), and Air Force Civil Engineer requirements. Candidates must have experience supporting design and construction projects on DoD installations and be capable of coordinating with multiple stakeholders including AFCEC, installation civil engineer staff, design teams, and construction contractors .The Senior Construction Manager will perform a broad range technical review and advisory/assistance for AFCEC design and construction efforts at Joint Base Andrews (JBA), Marylan d. Senior Construction Manager Responsibilities Inclu de: Provide a responsive, flexible full-spectrum installation engineering servic es. Perform a broad range technical review and advisory/assistance for AFCEC design and construction projects J BA.Perform project status updates, assessments, evaluations, analysis, reports, presentations, management-level project cost and schedule reviews, and other products for use in support of assigned enterprise design agent/construction agent (DA/CA) program workload that consist of Military Construction (MILCON) and Facility Sustainment Restoration and Modernization (FSRM) servic es. Will prepare and review of statements of work, cost estimates, submittals, and request for informati on. Will be expected to participate in virtual and on-site design, contract acquisition, construction meetings, and on-site inspections as requir ed. Performs other job-related duties as assign ed. Provide technical review of design submittals (concept, 35%, 65%, 95%, and final desig n).Evaluate compliance with DoD Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Air Force design standards, and installation requiremen ts. Provide constructability reviews, cost awareness, and schedule considerations during design developme nt. Identify design risks, conflicts, and potential impacts to construction executi on. Coordinate comments between government stakeholders, design consultants, and installation personn el. Support design charrettes, design review meetings, and stakeholder coordination meetin gs. Provide construction management and oversight during project executi on. Review contractor submittals, RFIs, change orders, and schedul es. Monitor construction progress, quality, and compliance with contract documen ts. Assist government personnel with site inspections, progress meetings, and project documentati on. Identify and communicate construction risks, schedule issues, and cost impac ts. Support commissioning, punch list development, and project closeo ut. Coordinate with AFCEC, Base Civil Engineer (BCE), and installation leadersh ip. Assist in resolving technical issues between designers, contractors, and government representativ es. Support preparation of briefings, reports, and technical documentati on. Provide input for risk management, cost control, and project schedule manageme nt. Senior Construction Manager Experience, Education, Skills, Abilities reques ted: Bachelor’s degree in Civil Engineering or related engineering discipl ine. A minimum of 10 years of experience within the last 20 with Air Force or Department of Defense (DoD) performing facility and infrastructure military construction project management execu tion Experience with construction management, design review, and contractor oversi ght. Familiarity with DoD Unified Facilities Criteria (UFC) and federal design standa rds. Ability to review and interpret civil engineering drawings, specifications, and technical docume nts. Strong coordination and communication skills with multidisciplinary te ams. Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint), Autodesk AutoCAD, etc. Must be a US citi zen. Must successfully pass a federal background check and drug screen as a condition of employm ent. Must be able to obtain and maintain base access to Joint Base Andr ews. Preferred Qualifica tions Professional Engineer (PE) lic ense. Experience supporting Air Force Civil Engineer Center (AFCEC) or installation civil engineer organiza tions Experience with golf course infrastructure, stormwater management, drainage systems, irrigation systems, utilities, grading, or landscape develop ment. Experience supporting MILCON or large facility renovation proj ects. Familiarity with construction schedules, cost estimates, and project cont rols. Candidates with experience in the following areas are highly desir able: Site grading and dra inage Stormwater management sy stems Irrigation sy stems Utility infrastru cture Pavements and parking areas Environmental and erosion co ntrol Golf course infrastructure and landscape develo pment Experience working with DoD design and construction proce sses. Knowledge of MILCON or non-MILCON project deli very. Experience supporting government project managers during design and construction ph ases. Familiarity with UFC, UFGS, and federal acquisition/construction proce sses. Ability to work in collaborative, multi-agency environments is requ ired.
