Performs administrative and high-level managerial functions as Division Director of the public health division of Environmental Health Services. DISTINGUISHING FEATURES OF THE CLASS
This position is responsible for providing leadership in developing and maintaining an accurate and proactive vison in Environmental Health Services in Guilford County. Work includes supervision of Environmental Health Services division and includes the direction of county wide services, state mandates, and organizational development services related to Environmental Health. Work involves serving in the absence of the Public Health Director and Assistant Health Director, developing policies and procedures for program content knowledge, managerial skills and abilities, and acting as a subject matter expert for leadership internally and externally with autonomy to make division-level decisions. Duties are performed under the general supervision of the Public Health Director and are evaluated through individual conferences, evaluation of work results, and effectiveness of the program supervised.
DUTIES AND RESPONSIBILITIES:
Essential duties and responsibilities include, but are not limited to: Environmental Health Services Assures implementation of compliance with state, federal, local policies and laws relevant to the administration of the Environmental Health Services. Administers the On-Site Water Inspection Program, the Food and Lodging Program, the Tattoo Inspections Program, the Lead Prevention Program, the Vector Control Program, and the Health and Environmental Risk Assessment Program as well as the Petroleum Spill Response Program. Advocates for Environmental Health Services at the state and local level to ensure that standards and statues are accurately interpreted. Oversee fiscal year planning and budgetary processes to ensure maintenance of appropriate levels of services. Performs routine personnel functions of hiring, training, evaluating, conflict resolution counseling, and advising subordinates to create a positive working climate for employees. Collaborates with public and private community agencies to exchange resources and information to promote the delivery of services. Participates in relevant training (state/local) to keep abreast of changes and updates in laws, policies and procedures, and disseminates information to program managers and supervisors. Handles local environmental health services concerns as the Environmental Health Services Director. Serves on the Public Health’s Executive Team and advises and consults with the Public Health Director and Assistant Public Health Director on matters relevant to the Environmental Health Services area of focus. Works cross sectionally with all Public Health Divisions such as the Clinical Division on communicable disease surveillance in various settings. Other duties as assigned. RECRUITMENT STANDARDSThorough knowledge of the laws, general statutes, policies, procedures, rules and regulations governing public health programs in the state. Considerable knowledge of principles, methods, techniques and theory of environmental health and public health care management. Thorough knowledge of principles, methods, and techniques of efficient administration including public relations, communications, personnel management, budgeting, and general management. Thorough knowledge of current trends, programs, and practices in the public health field. Comprehensive knowledge of the social, medical, and economic factors of the county. Ability to interpret and apply laws and policies to specific problems related to public health programs. Considerable knowledge of supervisory principles. Knowledge of mathematics and budget preparation. Proficiency in data analysis, utilizing GIS datasets, and reading complex maps. Ability to negotiate agreements. Ability to communicate effectively orally and in writing to individuals, stakeholders and community groups. Ability to establish and maintain effective working relationships with personnel, medical staff, professional and administrative officials, governmental officials, and the public.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Health Administration, Public Health, social or physical sciences or other related fields and seven years of general management experience in a health and human services agency, four of which must have been in a public health-related field OR Master’s Degree in above majors and five years of general management experience in a health and human services agency.
Note:
The Environmental Health Division Director must be a Registered REHS in good standing with a minimum of five years of specific Environmental Program management experience such as within the food & lodging or water quality program.
May Require Driving:
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
