Why does the job exist? The Occupational Health and Safety Bureau (OHSB) Compliance and Enforcement Section (CES) Chief oversees operations of the C&E section of the OHSB including health and safety inspections and discrimination investigations. The incumbent collaborates with industry, government agencies, and the public, providing referrals to non-enforcement programs to promote safe and healthy employment practices statewide. The CES Chief integrates enforcement and investigation strategies into strategic and annual performance plans and directs process improvement in furtherance of the bureau's mission.
How does it get done? Develops and initiates actions to achieve goals and objectives for each Section program including occupational health enforcement, safety enforcement, and discrimination investigations.
Integrates enforcement and investigation strategies into NMED/OHSB strategic and annual performance plans and will direct process improvement.
Provides high-level review of novel and complex enforcement actions, conducts informal administrative reviews, directs and reviews discrimination investigations to recommend determinations to the Bureau Chief.
Oversees Compliance and Enforcement Section functions, track performance reports, ensure staff participation in state internal evaluations, correspond with federal OSHA on state-mandated measures, direct enforcement targeting systems, receive and distribute occupational fatality information to internal and external stakeholders.
Maintains accountability for spending of public funds in accordance with federal and state statute, regulations, grants, and directives.

Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate:
Applying OSHA Regulations, strategic planning, developing and implementing policies and managing technical staff in a regulatory environment.
Meeting regulatory deadlines with attention to detail.
Performing compliance inspections in the field or an industrial setting.
Bachelor's degree in occupational safety and health, industrial hygiene, engineering, physical science, natural science, environmental science, social science, criminology, or closely related field and nine (9) years of related work experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years may substitute for the required education and experience.
Employment Requirements Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions:
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. This position requires in-state travel and out-of-state travel with associated office work. Possible exposure to hazardous chemicals, noise, extreme weather conditions and safety hazards.
Bargaining Unit Position This position is not covered by a collective bargaining unit.
