Job Description:
Experienced records-management resource who can help DHCD divisions identify records, apply approved retention schedules, and guide the hands-on records team. Work with DHCD division contacts to identify records produced and maintained by each program, including format, location, date range, approximate volume, and business use. Match record groups to current Library of Virginia general and agency-specific retention schedules and applicable record series; document questions and exceptions for DHCD/LVA review. Help divisions without an established retention process understand the workflow and the information that must be captured. Help develop and maintain an agency inventory/tracking tool that supports retention, digitization, migration, storage, archival transfer, and destruction planning. Recommend the appropriate processing route under DHCD oversight: retain, digitize, State Records Center storage, Permanent Archives transfer, or review for approved destruction. Identify records that may have federal, grant, contractual, audit, FOIA, litigation, investigation, or other special requirements and route them to the appropriate DHCD subject-matter contact before disposition. Prepare or support required records-management documentation and transfer lists, including State Records Center/Shelf Life information, archival-transfer documentation, and destruction-support documentation as applicable. Develop clear written handling instructions for Records Operations Assistants and perform quality-control review of inventory, box lists, labels, and staging work. Coordinate with DHCD project staff, division contacts, the LVA Records Management Analyst, Facilities/Operations, IT/OnBase staff, and vendors as assigned. Support metadata and system-of-record planning after records have been classified. Maintain confidentiality and appropriate handling of official, sensitive, and potentially personally identifiable information. May analyze and recommend handling actions, but will not independently authorize destruction, archival transfer, or other final disposition decisions reserved to DHCD leadership/Records Officer and applicable LVA processes. Mandatory: Records-management experience required. No specific certification is required. Familiarity with Library of Virginia retention schedules and Virginia public-records practices is strongly preferred. Microsoft Excel, Word, Outlook, One Drive/Share Point, LVA retention-schedule resources, and other DHCD systems as required. OnBase access may be added if needed. Knowledge, skills, education, and/or experience Demonstrated hands-on records-management or public-records experience, including applying retention schedules and disposition requirements. Ability to identify record series and document format, location, date range, approximate volume, and business use. Experience inventorying physical and/or electronic records and supporting disposition, archival-transfer, storage, or digitization planning. Strong written and verbal communication skills, including the ability to explain records-retention requirements clearly to non-specialists and collaborate across divisions. Strong judgment, organization, confidentiality, spreadsheet/documentation, and quality-control skills. Ability to work independently, identify exceptions, and escalate questions rather than make unsupported disposition decisions.
