Summary of JobThe City of Lodi is seeking candidates for a Utility Billing Clerk/Deputy Clerk position. This is a full-time, non-exempt position with benefits and authorized hiring range of $25.48 - $32.38 per hour (commensurate with experience and qualifications). The Utility Billing Clerk/Deputy Clerk reports to the City Administrator and assists the Utility Billing Specialist/Deputy Treasurer with utility billing, record maintenance, and customer collections. This position also assists the City Clerk with records management, meeting agendas and minutes, elections, licensing, reception of customers and citizens, and general office functions. The City of Lodi offers a generous benefits package to eligible employees. Under the supervision of the City Administrator, this position assists with utility billing, record maintenance, and customer collections. This position also assists with records management, meeting agendas and minutes, elections, licensing, reception of customers and citizens, and general office functions.
Duties & Responsibilities:
  • Maintain utility customer account records.
  • Assist the Utility Billing Specialist/Deputy Treasurer to generate, process, verify for accuracy, and mail utility customer bills.
  • Receive and enter utility and city payments.
  • Process credit card files
  • Assist with the disconnect process
  • Process move-in/move-out requests
  • Review billing data collection reports and resolve errors.
  • Dispatch service orders for field staff.
  • Assist with tracking installed, exchanged, and removed meters, and verify updates to the billing system.
  • Generate reports for field staff.
  • Perform utility-related duties in absence of Utility Billing Specialist/Deputy Treasurer
  • Greet the public, answer city and utility phone lines. Respond to inquiries or direct to the appropriate parties as applicable.
  • Respond to citizen, staff, and elected official inquiries.
  • Process incoming and outgoing mail.
  • Maintain city and utility records in compliance with the municipal retention schedule and respond to public records requests.
  • Draft, obtain signatures, and maintain records of contracts, agreements, ordinances, resolutions, proclamations, etc. Prepare agendas, attend, and prepare minutes of meetings. Schedule meetings as required.
  • Assist City Clerk with election administration.
  • Assist City Clerk with administering licenses, permits, etc.
  • Assist City Clerk with processing and maintaining building permits.
  • Assist with management of reservations of meeting rooms and parks.
  • Collect tax payments.
  • Issue dog licenses.
  • Assist City Clerk and Mayor with appointments to various, Boards, Commissions, and Committees.
  • Maintain directory of appointed officials.
  • Maintain employee directory
  • Assist City Clerk with completion of municipal clerk related reports with the Department of Revenue and other agencies.
  • Provide administrative support to the City Administrator and City Clerk.
  • Conduct notary duties as needed.
  • Other duties as assigned.
Acceptable Experience & Qualifications: Associate Degree in Accounting, Business Management, Public Administration or related field from an accredited college, and minimum of two years related work experience, preferably as a Deputy Clerk in a municipality and/or a Utility Billing Clerk for a utility; or any combination of training and work experience that would likely provide the required knowledge and abilities. Must be bondable and possess or be able to obtain a Notary Public license, and a valid State of Wisconsin driver's license. Ability to obtain Certified Municipal Clerk status. Capable of obtaining certification in election responsibilities. Competent in the use of Microsoft Office products. Ability to learn other applications including, but not limited to: utility billing, election administration, accounting, website, social media, property tax, pet licensing, GIS.Strong interpersonal skills, organization and communications skills including the ability to establish and maintain working relationships with the public, coworkers, and elected officials. Ability to maintain records efficiently and accurately. Must be able to behave in a non-partisan fashion and maintain neutrality when interacting with the public in an official capacity. Ability to read, interpret, and comply with policies, ordinances, regulatory guidelines, and Wisconsin State Statutes. Skilled in problem solving and basic accounting functions including, but not limited to, cash receipting. Carryout job responsibilities with limited direct supervision.

Retirement: General Employees: The City contributes a defined employer share of earnings (7.2% in 2026) to the Wisconsin Retirement System, the State of Wisconsin's pension plan for state and local government employees.-Protective Employees: The City contributes a defined employer share to earnings (14.8% in 2026) to the Wisconsin Retirement System, the State of Wisconsin's pension plan for state and local government employees.-The Wisconsin Deferred Compensation Program (WDC), which is a voluntary supplemental retirement savings plan, is available to eligible employees. You may invest a portion of your earnings through payroll deductions in any of the investment options offered by the WDC. Employees are responsible for any participant fees. Life Insurance: This program is provided through the Wisconsin Public Employers Group Life Insurance Program, offering up to five times an employee's annual earnings, plus spouse and dependent coverage, at their own expense. The City contributes to the premium. Income Continuation Insurance: Income continuation insurance (ICI) is an income replacement benefit payable to you for short- and long-term disabilities, providing up to 75% of your average monthly earnings. Vacation: Employee vacation benefits are available on January 1 of each year.
