Please follow the link for more information regarding the 2025 Personal Leave program. http://hrmanual.calhr.ca.gov/Home/ManualItem/1/2113 Under the general direction of an Administrator II, you are responsible for independently performing compliance reviews of medium to large, complex, and/or sensitive cases related to legislatively mandated programs; serve as lead reviewer for a legislatively mandated workload; assist in providing guidance and technical support on cases to ensure accuracy and consistency with departmental policies and procedures, which can include California Competes Tax Credit reviews and Legal cases; develop technical practices, procedures, and guidelines; assist and conduct technical and/or procedural training; and participate on or lead special projects/assignments. Desirable Qualifications: Strong working knowledge of Tax Laws, regulations, policies, and procedures Ability to interpret and apply tax laws to the facts and circumstances of audit cases, including cases with complex ownership structures, and multinational business activities Experience in reviewing audit cases and/or mentoring others in a positive manner to promote quality and sustainability Experience in providing technical and procedural guidance on sensitive workloads Experience in communicating feedback Ability to resolve the complex technical questions and issues where little legal precedence exists Ability to creatively develop alternatives and recommend innovative solutions using strong analytical and research skills Ability to communicate effectively, orally and in writing, including the most complex legislative or technical tax information in a clear and concise manner Strong interpersonal skills and ability to work well independently or in a team environment on various projects and special assignments Ability to independently plan, prioritize, and organize assignments with tight time frames or competing deadlines Ability to prepare, review or present technical training and procedures in an engaging and understandable manner Ability to provide support to the Legal Division as needed Ability to serve as a resource for audit program management for special projects requiring independent action, departmental perspective and effective decision-making Ability to lead statewide programs, practices and procedural issues to ensure departmental strategic goals, and directives are accomplished Ability to identify efficiency and streamline work flow product/process Ability to partner well with others internally and externally and be able to add relevant, valuable input Knowledge of Professional Audit Support System (PASS), Taxpayer Information (TI), Business Entities Tax System (BETS), Case Management (CM), and Taxpayer Folder (TPF) Knowledge of Excel and Word Ability to travel to in-state and out-of-state field offices Contact Information The Human Resources Contact is available to answer questions regarding the application process.
