Position Summary:
The Telecom Engineer II will support the planning, design, and construction oversight of outside plant (OSP) fiber optic network infrastructure supporting critical utility operations. This role focuses on fiber network reliability, capacity, and connectivity while coordinating with internal engineering teams and external contractors. This is an individual contributor role requiring strong OSP fiber engineering experience, project delivery skills, and the ability to work independently in a collaborative environment. What type of experience does the right candidate have: Strong outside plant (OSP) fiber engineering experience, including fiber network design, construction, splicing, or repair. Experience supporting telecommunications engineering projects and project delivery. Understanding of fiber optic network architecture, construction methods, and testing procedures, including OTDR and power meter testing. Ability to interpret engineering drawings, maps, and GIS data. Experience coordinating with contractors, vendors, and field crews. Ability to work independently while collaborating with cross-functional engineering teams. Proficiency with Microsoft Office tools, including Word, Excel, Power Point, Visio, Share Point, and Teams. What are the responsibilities of the right candidate: Develop and maintain fiber optic network designs, including backbone, lateral, and access networks. Perform fiber route selection, capacity planning, and redundancy design. Prepare engineering drawings, splice schematics, and construction documentation. Oversee OSP fiber construction and installation to ensure compliance with design specifications, safety requirements, and industry standards. Coordinate contractors responsible for fiber installation, splicing, and testing. Conduct field inspections and resolve construction issues or design discrepancies. Collaborate with Transmission, Distribution, and Relay teams to support utility communications and grid modernization initiatives. Coordinate telecom infrastructure integration with substations, protection systems, and control systems. Review contractor deliverables, schedules, and performance to ensure project quality and timely completion. Maintain accurate network records, as-built drawings, and asset documentation. Support permitting, easement coordination, and right-of-way requirements.
