Talent Authority Partners (TAP) is conducting a confidential search for an established specialty civil construction contractor serving infrastructure projects across the Southeast. We are working directly with the CEO to hire a VP of Estimating who will strengthen pricing, establish consistent estimating practices, and help the business pursue profitable work. The company is investing in leadership, systems, and employee development. You will have a direct role in turning those investments into more accurate bids, stronger margins, and estimating practices that support continued growth. We will share the company name and additional details during your one-on-one video interview with TAP.Your Team You will report to the CEO and lead the estimating function, partnering with operations, finance, business development, and operating-company leaders. You will develop estimators and help establish shared pricing and bid standards. The broader leadership structure and responsibilities across operating companies will evolve as the business grows.
Your Role:
You will own how the business evaluates opportunities, prices work, and decides which projects to pursue. Your first priorities are consistent estimating standards, disciplined bid review, and a reliable connection between estimated costs and actual field performance. As a licensed Professional Engineer, you will also bring engineering expertise to complex bids, engineered submittals, temporary traffic control plans, and design-build opportunities. This is an opportunity to take meaningful estimating responsibility from the CEO and build the systems and team capabilities that support a larger business. An accomplished estimator ready for a first formal team leadership role can be considered. You do not need to have held a VP title or previously managed an estimating department. The role is based in the southeast Charlotte, North Carolina area. Expect a typical 40–50-hour workweek and approximately 25% travel across the Southeast, including overnight trips for site visits, pre-bid meetings, and customer discussions. Office and field presence are important, especially while building relationships; work from home is available when the work allows. Relocation timing can be discussed.
Responsibilities:
Establish consistent takeoff methods, cost libraries, production rates, crew and equipment assumptions, and bid templates. Set pricing strategy and bid/no-bid criteria by customer, market, and work type to build a profitable mix of awarded work. Review significant estimates for scope completeness, constructability, technical risk, and margin before submission. Compare estimates with actual job costs and production results alongside operations, then update estimating assumptions. Lead and develop estimators, allocate bid workload, and establish clear expectations for accuracy, turnaround, and review. Serve as engineer of record for submittals and drawings requiring a seal, and review design-build and alternate-design proposals. Oversee temporary traffic control design, applicable technical standards, and Department of Transportation (DOT) prequalification and licensing requirements. Lead technical discussions with owners, engineers, and general contractors, and report estimating performance and backlog quality to the CEO.
Minimum Requirements:
An active civil Professional Engineer (PE) license.10+ years of progressive estimating and preconstruction experience in civil contracting, including technical leadership and direct responsibility for public infrastructure bids. Experience building or running estimating practices that include cost libraries, production assumptions, bid reviews, and accuracy tracking. Experience with construction bid pricing, pursuit selection, and risk assessment. Experience with DOT specifications, temporary traffic control design, and the Manual on Uniform Traffic Control Devices (MUTCD).Experience reviewing construction plans, specifications, and technical bid documents.
Nice to Have:
Highway and DOT estimating experience. Experience leading estimators across multiple offices or operating companies, including senior estimating professionals. Ability to obtain PE licensure in additional Southeastern states. Commercial judgment in balancing competitiveness, technical risk, margin, and the mix of work pursued.
