Under general supervision, the Compliance Officer is responsible for developing, implementing, and overseeing a comprehensive compliance program for Hamilton County Government to ensure adherence to applicable federal, state, and local laws, regulations, and internal policies. The Compliance Officer will collaborate with various departments, divisions and stakeholders to ensure compliance, protect confidentiality, and promote the delivery of high-quality services to the County's constituents. Areas with a specific focus on compliance include but are not limited to: privacy, information security, procurement, healthcare fraud, waste and abuse, health care billing, and federal government requirements. This is a Fair Labor Standards Act Defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the number of hours involved in completing the tasks assigned. TasksThe Compliance Officer will: Provide regular reports to the Rules, Legislative, and Compliance Committee of the Board of Commissioners of Hamilton County. Develop, implement, and oversee the Compliance Program that aligns with legal and regulatory requirements, industry standards, and best practices. Establish and maintain comprehensive policies and procedures that address compliance-related issues. Develop and deliver compliance training programs to educate employees, healthcare providers, and other stakeholders. Conduct regular risk assessments to identify areas of potential non-compliance. Perform regular audits and monitoring activities to assess compliance with policies. Investigate compliance concerns, allegations, and incidents. Work with external auditors and regulatory agencies to support audit inquiries. Stay up-to-date with changes in healthcare laws, regulations, and industry guidelines. Ensure compliance with data privacy and security laws, including HIPAA.Work closely with various departments to provide guidance, support, and consultation on compliance-related matters. Promote a culture of ethics, integrity, and compliance throughout the organization. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of healthcare laws, regulations, and industry standards, such as HIPAA. Knowledge of and familiarity with government contracting, ADA, healthcare coding and/or billing practices. Skill in analyzing, problem-solving, and time management. Skill in effectively communicating compliance-related information to diverse audiences and facilitate training sessions in both oral and written form. Skill and proficiency in using compliance software, databases, and Microsoft Office Suite. Ability to identify compliance risks, analyze complex situations, and develop practical solutions. Ability to pay attention to detail to ensure accuracy and precision in compliance documentation, reports, and monitoring activities. Ability to handle confidential information with discretion and professionalism and maintain high ethical standards. Ability to handle multiple priorities simultaneously. Ability to work independently with limited oversight. Ability to recognize risk and compliance concerns. Ability to collaborate, build relationships, and influence stakeholders at all levels of the organization. Ability to adapt to evolving regulatory requirements in an antiquated environment. Ability to read and comprehend legislation, related regulations, and develop responsive policies and procedures.
Minimum Qualifications:
A Master's Degree from an accredited college or university in Ethics, Business Administration, Public Administration, Risk Management, Regulatory Compliance, or a closely related field and a minimum of five (5) years of direct work experience in regulatory compliance, risk management, business administration, public administration, or a closely related field. Must possess a minimum of three (3) years in a supervisory role and a valid driver's license. OR A Bachelor's Degree from an accredited college or university in Ethics, Business Administration, Public Administration, Risk Management, Regulatory Compliance, or a closely related field and a minimum of seven (7) years of direct work experience in regulatory compliance, risk management, business administration, public administration, or a closely related field. Must possess a minimum of three (3) years in a supervisory role and a valid driver's license. OR An Associate's Degree from an accredited college or university in Ethics, Business Administration, Public Administration, Risk Management, Regulatory Compliance, or a closely related field and a minimum of nine (9) years of direct work experience in regulatory compliance, risk management, business administration, public administration, or a closely related field. Must possess a minimum of three (3) years in a supervisory role and a valid driver's license. OR The equivalent of a high school diploma and a minimum of eleven (11) years of direct work experience in regulatory compliance, risk management, business administration, public administration, or a closely related field. Must possess a minimum of three (3) years in a supervisory role and a valid driver's license.
Additional requirements:
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
Preferred qualifications:
Work experience with ethical considerations and conflicts of interest is preferred. Certified Compliance & Ethics Professional (CCEP) certification is preferred. Certified Internal Auditor (CIA) certification is preferred. Certified Fraud Examiner (CFE) certification is preferred. Certified in Healthcare Compliance (CHC) certification is preferred. Privacy Compliance (CIPP/US) certification is preferred.
Physical requirements:
Work requires extensive computer keyboarding, intermittent sitting, walking, standing, lifting, speaking/presenting, bending, stooping and kneeling, climbing on step stools, and filing documents. Must be able to lift and carry up to thirty (30) pounds on occasion.
