Employment Type: Full-Time (temp-to-perm structure possible for the right candidate)
Compensation: $70,000–$90,000 base salary + win-based performance incentive
Reports To: Company Owners / Principals Clearance: Not required; an existing clearance or ability to obtain one is favorable
Travel: Local Gov Con events, with travel expected to grow with the rolePOSITION SUMMARYWe are looking for someone who identifies and executes on government (State & Federal) solicitations. This requires building the response plan, reaching out to the people who have the information, creating content into a compelling story, and submitting a compliant, competitive proposal. We have technical subject matter experts, owners with deep agency relationships, and proposal manager for support. What we need is the connective tissue: someone who owns the response process from intake to submission and produces quality written content that reflects GT's actual capabilities and differentiators.
CORE RESPONSIBILITIES: Proposal Writing Leverage opportunities evaluation process to qualify the opportunity. Work with the business development team to help with bid/no-bid decisions. Identify and analyze solicitations independently — RFPs, RFQs, RFIs. Build the compliance matrix, confirm the response structure matches Section L instructions and Section M evaluation criteria, and taking the initiative to create the response based on enterprise content library and subject matter experts inputs. Write the proposal: technical approach, management approach, past performance narratives, executive summaries, and other required volumes Own compliance end to end. Every response leaves with a compliance matrix checked against Section L and Section M.Run the response process: kickoff, schedule, section assignments, SME coordination, color team reviews, and submission. Interview subject matter experts and pull information. Translate information provided into a coherent, compelling narrative. RFI Responses and Capture Support Track and support follow-up actions after RFI submission: ensure next steps are recorded and owners are informed of what needs to happen Monitor SAM.gov, Gov Win, and state/local procurement sources for opportunities that fit GT's capabilities. Bring qualified opportunities to pipeline review with a short initial read Help maintain basic capture artifacts on select pursuits when requested: past performance mapping, competitive context, and win theme inputs Content and Tools Build the reusable content library from day one: past performance write-ups, capability narratives, staffing boilerplate, and process descriptions. Interview GT employees and delivery staff, capture their project knowledge Translate GT’s technical work into proposal-ready language. Produce proposal graphics and visual exhibits in Power Point: org charts, process diagrams, timeline graphics, and simple infographics. Stronger design capability (beyond basic Power Point) is a plus Microsoft Word proficiency is a must: styles, formatting, long-document assembly, final packaging, and submission-ready output Growth Areas Attend Gov Con industry events, small business networking events, and agency forums. Take on increasing responsibility for pipeline health, opportunity triage, and go/no-go inputs at pipeline review meetings Interview GT employees and delivery staff to understand capability areas and past performance not yet captured in writing and expand the range of opportunities GT can credibly pursueREQUIRED QUALIFICATIONS3–5 years of federal proposal writing experience. Written substantial technical and management content. Have understanding of government solicitations and their structures, including Section L, Section M, and PWS, and be able to draft an outline for the response based on solicitation. Strong written communication skills: clear, concise, and persuasive; able to make technical content accessible to evaluators who are not subject matter experts Advanced proficiency in Microsoft Word; working proficiency in Power Point for graphics and Excel Self-starter: track your own work, own the tasks and monitor progress, and make reasonable decisions were required Resourceful: Think outside of the box to solve problems, provide options and seek out opportunitiesPREFERRED QUALIFICATIONSExperience with federal civilian agencies, e.g. VA, USPTO, HHS, DHS, Treasury, Commerce, DOE, or state and local government procurement. Has run a proposal process end to end: kickoff through color team reviews through on-time submission. Familiarity with 8(a) program mechanics, set-aside vehicles, and small business competition dynamics Experience with GSA MAS, SEWP, or other GWACs and IDIQsGraphic design or visual communication capability beyond Power Point basics and ability to produce professional proposal graphics and infographics Uses AI drafting tools and understands limitation and capabilities of AIExperience with Gov Win IQ, SAM.gov, or similar opportunity research toolsAPMP certification or Shipley training is a plus. Not required. Prior experience in a small business or lean BD environmentCOMPENSATION
AND BENEFITS
Base Salary: $70,000–$90,000, depending on experience. This is a contributor role with a real growth path, not a senior business development or management position. Performance Incentive: Win-based bonus tied to awarded contracts. Employment Structure: Full-time. A temp-to-perm arrangement may be considered for candidates who prefer to establish mutual fit before committing long-term.
