Recruiting and Enrollment Specialist

L7

westhillSpringfield, MAyesterday
Position Overview: The Recruiting and Enrollment Specialist is responsible for attracting, engaging, qualifying, and securing contractor partners who can support Westhill's managed repair, direct repair, mitigation, and other property restoration programs. The role owns the contractor recruiting pipeline from initial prospect identification through an approved, documented handoff to Onboarding. Using market coverage priorities, carrier requirements, outreach strategies, and strong consultative sales skills, this specialist builds a qualified pipeline of contractors with the trades, geographic coverage, capacity, and service capabilities Westhill needs. Success is measured by the quality and conversion of recruited prospects, accurate pipeline management, and the ability to develop sustainable contractor network coverage, not simply by contact volume. Key Responsibilities1. Targeted Contractor Sourcing and Network Growth
  • Proactively identify and source qualified contractors across roofing, reconstruction, mitigation, and other required property services through outbound calls, email, referrals, digital channels, events, and industry relationships.
  • Prioritize prospecting in markets and trades identified by Contractor Operations, carrier programs, account teams, and Contractor Performance as coverage gaps or growth opportunities.
  • Develop and maintain a healthy prospect pipeline that balances network coverage, contractor capabilities, geographic need, and anticipated program demand.2. Contractor Engagement and Consultative Recruiting
  • Conduct professional discovery conversations to understand each contractor's business model, insurance restoration experience, specialties, operational capacity, service footprint, and interest in Westhill programs.
  • Clearly communicate Westhill's business model, program participation expectations, contractor value proposition, and steps required to join the network, without promising specific claim volume or assignments.
  • Address questions and objections, maintain consistent follow-up, and build relationships that support contractor commitment and long-term participation.3. Contractor Qualification and Program Fit
  • Assess initial contractor fit against applicable program needs, including trades, service lines, locations, ZIP-code coverage, production capacity, claims experience, and readiness to meet carrier service expectations.
  • Collect and validate the accuracy of preliminary company, ownership, contact, location, and operating information needed for an informed recruiting decision.
  • Identify early qualification concerns or limitations, document them objectively, and escalate exceptions or nonstandard participation requests for review.
  • Differentiate contractors who are interested from those who are qualified and operationally aligned with Westhill's current network priorities.4. Recruiting Pipeline and CRM Management
  • Maintain complete and timely records in HubSpot and designated recruiting tools, including lead source, pipeline stage, outreach history, qualifications, coverage, follow-up commitments, and disposition reasons.
  • Manage a high-volume, multi-market recruiting pipeline with disciplined follow-up, clear next steps, and timely escalation of stalled or priority opportunities.
  • Provide transparent status reporting so leadership and downstream teams can distinguish active prospects, qualified candidates, committed partners, and contractors transferred to Onboarding.5. Enrollment Commitment and Onboarding Handoff
  • Explain the enrollment journey and applicable Master Network Participant Agreement (MNPA) expectations; coordinate recruiting-stage agreement discussions and execution steps as assigned.
  • Prepare accurate, complete handoff packages for approved candidates, including company and primary contact details, trades, service areas, capacity, program interests, qualifications, commitments, and any known risks or exceptions.
  • Transition approved candidates to Onboarding with a clear ownership handoff, and promptly respond to follow-up questions or gaps tied to recruiting-stage information.
  • Partner with Onboarding without duplicating its ownership of credentialing, Profile Gorilla requirements, training, systems access, network configuration, and final activation readiness.6. Cross-Functional Alignment and Contractor Experience
  • Coordinate with Recruiting and Onboarding leadership, Contractor Performance, Account Management, and program stakeholders to align candidate sourcing with market demand and carrier-specific needs.
  • Share contractor feedback, objections, competitive insights, and emerging recruiting trends to improve outreach strategies, program messaging, and the contractor experience.
  • Support new program launches, CAT preparedness, geographic expansion, and targeted sourcing campaigns when network demand changes.7. Recruiting Analytics and Continuous Improvement
  • Monitor sourcing results and funnel conversion to identify effective channels, stalled stages, recurring qualification gaps, and opportunities to improve recruiting efficiency.
  • Provide timely recruiting forecasts, pipeline updates, and market-level insights to Contractor Operations leadership.
  • Recommend improvements to outreach messaging, lead qualification, HubSpot workflows, recruiting documentation, and handoff quality based on measurable results.
Qualifications: Experience
  • Two or more years of experience in outbound recruiting, business development, consultative sales, contractor acquisition, or a similar relationship-driven role; equivalent demonstrated experience will be considered.
  • Experience in property restoration, roofing, general contracting, mitigation, property insurance, or contractor networks is preferred.
  • Experience managing a structured prospect pipeline and measurable recruiting or sales goals is strongly preferred. Skills and Competencies
  • Strong outbound prospecting, consultative selling, discovery, objection-handling, and relationship-building skills.
  • Clear, confident written and verbal communication, with the judgment to represent program expectations accurately and professionally.
  • Ability to interpret network coverage needs and evaluate contractor fit across specialties, geography, and operating capacity.
  • Exceptional organization, prioritization, persistence, and follow-through across a high-volume pipeline.
  • Attention to detail and commitment to accurate, timely, actionable CRM and handoff documentation.
  • Adaptability, integrity, accountability, and a collaborative approach to continuous improvement. Technical Skills
  • Proficiency with HubSpot or a comparable CRM and comfort using pipeline reporting, spreadsheets, and digital outreach tools.
  • Working knowledge of Google Workspace and the ability to learn Westhill's contractor and carrier program systems.
  • Familiarity with contractor credentialing or carrier network processes is beneficial, though formal validation and activation are owned by Onboarding. Additional Preferred Knowledge Familiarity with the following is considered a bonus for this role, but is not required:
  • Contractor industry terminology and IICRC standards and requirements relevant to mitigation contractors.
  • Contractor estimating and claims software, such as Xactimate, Xact
Analysis, Cotality Claims, and Cotality Mitigate. Why This Role Matters The quality of Westhill's contractor network starts with the quality of its recruiting decisions. The Recruiting and Enrollment Specialist connects business demand with capable contractors, creates credible first impressions, and gives Onboarding a clear starting point for successful activation. Strong performance in this role increases qualified coverage, shortens avoidable handoff delays, supports carrier expansion, and helps build a reliable network for contractors, policyholders, and carrier partners.
