Regulation, Licensing, and Inspection of Miscellaneous Commercial SectorsCourtsLegal Counsel and ProsecutionDeputy Director, Internal Affairs and Discipline (IAD) The Office of Internal Affairs & Discipline (IAD) manages non-criminal allegations of employee misconduct; identifies, investigates, and disciplines low performing employees and those who engage in misconduct; conducts background investigations on newly-hired and prospective Department employees; provides mandatory integrity training to new employees; and conducts routine quality assurance checks of inspectors in the field. Additionally, the unit works closely with the Department of Investigation (DOI) to help maintain the integrity of the Department. The Deputy Director, reporting to the Director, supervises the legal staff and works with the Chief Investigator to oversee the direction of investigations and administrative prosecution of disciplinary charges. The Deputy Director regularly provides guidance to senior staff on matters around employee backgrounds and discipline. The Deputy Director works on special projects to ensure external and internal compliance with NYC Construction Codes, Zoning Resolution, and other rules and regulations enforced by the Department, such as personnel rules implemented by DCAS and integrity rules promulgated by COIB, makes recommendations on best practices, ensures that the unit's investigative methods are accurate and comprehensive, and that the unit staff is adequately trained and equipped to carry out its mandate. On occasion, oversight work may involve non-employee matters. Under direction of the Director, Internal Affairs and Discipline (IAD) with latitude for independent judgment and decision-making:supervise legal staff and help manage operations of the unitreview and assist in assigning cases, conducting case reviews, and managing employee disciplinary and other investigations and case investigative plans to ensure cases are completed in a timely and effective manner, and all necessary and mandated investigative steps are followedcoordinate and make appearances in connection with the disciplinary hearing process at OATH Trials Division and other venuesprovide guidance and leadership in the planning and execution of investigationsensure employee background and other investigations are thorough and completecompile and analyze periodic and other reports of all actions, investigations, compliance inspections, and disposition of cases for senior staff and documentation purposesanalyze developments and findings resulting from cases and make recommendations on ways to mitigate risk and limit negative exposure to the Department in such areas as integrity, compliance, and efficiencyensure mandatory integrity trainings are conducted prior to employment, and periodically during the year, for every staff member of the Departmentprovide support for other units within Investigations and Compliance, Policy and Legal Affairs, and Enforcementperform other duties as assigned by the Director or senior managementREMOTE WORK This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.
Minimum Qualifications:
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
Preferred Skills:
Experience with trials, administrative proceedings, labor grievances, or criminal matters - At least seven years of legal experience, ideally with an Office of the General Counsel, disciplinary unit, or labor relations unit. - At least three years of investigative or prosecutorial experience. - Prior supervisory experience. - Familiarity with NYC Construction Codes and NY State Civil Service Laws. - Experience conducting high level briefings.
