Overview:
The Project Controls & Data Analytics Manager leads the development and implementation of data management solutions for business and operational requirements, including project controls standards, Project Management Information Systems (PMIS), business intelligence and analytics solutions that support project delivery and internal business operations. The manager works with operational leaders, project teams, Finance and IT to establish scalable processes, reliable data, integrated systems and decision-support tools.
This position leads a multidisciplinary team responsible for PMIS implementation, project controls standards, data governance, data modeling, business intelligence and continuous process improvement. The role ensures that project and operational information is accurate, consistent, accessible and effectively used to improve performance, manage risk and support informed decision-making.
Duties and Responsibilities:
Engages with business leaders and users to understand how changes to process, products, services, software and hardware can improve efficiencies and add value
Lead the development of analytics and decision-support solutions for internal business operations, including operational performance, resource utilization, forecasting, project portfolio visibility and process effectiveness
Partner with business leaders to identify performance questions, define measurable outcomes and translate business requirements into scalable data and analytics solutions
Establish priorities and a roadmap for data products, dashboards, business applications and reporting solutions
Partner with Finance on operational forecasting, benchmarking and performance reporting to clarify data ownership and maintain alignment between operational and financial information
Represent operational and project-delivery requirements in enterprise technology and data decisions
Coordinate data management needs and technical requirements with IT, including data architecture, data access, and where business logic lives
Establish and maintain data-governance practices, including ownership, common business definitions, quality standards, access requirements, documentation and issue-resolution processes.
Define and maintain common data definitions and semantic models to support consistent reporting across projects, systems and business units
Monitor data quality and work with business owners and IT to resolve gaps, inconsistencies and integration issues
Lead, coach and develop a multidisciplinary team supporting PMIS, project controls, data analytics and business applications
Lead the planning, implementation and continuous improvement of PMIS solutions for projects and programs, including requirements gathering, workflow design, configuration oversight, integrations, testing, deployment, training and adoption.
Establish team priorities, resource assignments, performance expectations and development plans
Develop technical depth and succession capability within the Project Controls and Data Analytics team
Provide expert leadership in the development of Standard Operating Procedures (SOPs) which include project and construction management workflows involving the entire project management team, including but not limited to Owner, Project Manager, Architect, Engineer, other consultants and General Contractor
Develop and execute comprehensive change management strategies tailored to project controls, encompassing the integration of multiple enterprise platforms and the development of a robust data architecture foundation
Implement training programs for the onboarding and continued use of internal and external end-users
Implement scalable strategies to enhance data accuracy, consistency, and integrity within project controls systems and analytics reports across a wide variety of projects
Continuously evaluate and improve project controls processes and standards based on user feedback, KPI evaluation, innovative technologies, and evolving industry standards
Maintains well documented and high-quality standards, understands key process issues and ensures implementation of process improvements
Develops standards and templates through a library of program and project management tools and online systems
Contribute to business development efforts including the preparation of interview/RFQ response materials and presentations for business pursuits or association presentations

Education and Experience:
Bachelor’s degree in engineering, construction management, data science, business analytics, or related field is required (a bachelor’s degree in Business Management and at least 15 years’ related work experience will be seen as an equivalent)
10 or more years of progressive and position related work experience in construction management and project controls management is required
Experience in implementing PMIS platforms for at least 5 substantial projects or programs – greater than $200M in construction value is required
Certified Construction Manager (CCM) credential is preferred
Project Management Professional (PMP) and/or Program Management Professional (PgMP) credential is preferred
Experience in implementing Kahua, Procore, PMWeb, eBuilder, or similar PMIS platforms is required
Knowledge and Skills:
Working knowledge of modern data-platform concepts, including data ingestion, transformation, lakehouse or warehouse architecture, data modeling, semantic models, governance and reporting. The manager is not expected to perform all development work but must have sufficient technical depth to establish direction, review solutions and lead technical staff.
Data platform experience: working knowledge of Microsoft Fabric or a comparable Lakehouse environment, including medallion architecture and how project data moves from source systems to reporting
Data modeling and reporting: proficiency in SQL, data modeling, and Power BI semantic models, with enough depth to direct developers and analysts and review their work
Project Cost controls methodology: budget and cost forecasting, estimate at completion, earned value, contingency management, change management, risk management and cashflow reporting
WBS and accounting integration: experience designing WBS and cost structures that reconcile project controls data with accounting systems
Technical advocacy with IT: the ability to discuss and partner with IT, including on data architecture, data access, and where business logic lives.
Knowledge of construction cost and document management processes and best practices is required
Effective verbal and written communication skills, including the ability to foster and maintain effective interpersonal relationships are required
Ability to train and manage new users of technology, including PMIS platforms is required
Problem-solving skills and the ability to make data-driven decisions, informed by user research is required
Experience in managing multiple disciplines and building collaborative teams is required
Ability to work with and support multiple project teams simultaneously is required

While performing the duties of this job, the employee regularly works in a general, climate controlled, office environment.
Physical Requirements:

The annual base salary range for this role is currently $150,000 - $180,000. The Company’s salary ranges are determined by role, level, location, and alignment with market data. Individual pay is determined through interviews and an assessment of various factors, including job-related skills, relevant education and experience, abilities of the applicant and equity with other team members. The annual base salary range listed here is subject to change at any time, in the Company’s discretion, and does not alter in any way the at‑will nature of the employment relationship.
